How do you make frosting for holiday cookies?

I’m looking for the kind that hardens ontop of sugar cookies. This is a very typical frosting or icing. I need a recipe. Everytime I try to do it, the icing is runny and not thick or hard on the cookies. Any suggestions? Thank you!
